[Feature]: re-enable Windows support on GFX906 target

Recently, therock project has re-enabled rocm7 based windows support for GFX906 target, but the GPU still cannot be detected. ROCm/TheRock#5003

checkHipErrors() HIP API error = 0100 "no ROCm-capable device is detected" from file <C:\home\runner\_work\rockrel\rockrel\rocm-systems\projects\hip-tests\samples\1_Utils\hipInfo\hipInfo.cpp>, line 181.

Is it due to the previous change in /projects/clr/rocclr/device/pal/paldevice.cpp since this patch 52a1f5d#diff-90c8875c1c26ca2181f2e4eb9903e0404bb9264ee3c329efd0f9e843bf65130e.?

If so, could you please enable the rocm support for GFX906 target? Thanks
