Apache Polaris planning and implementation

Planning:

The objective of issue is to review the planning and proof of concept implementation of Apache Polaris and implement a basic solution that can be expanded over time.

This work was started in two different branches in teehr-hub. The first step is to combine and copy over that work to this repo as a starting point.
