some certificates have ISO-8859-1 encoding, resulting in error.

fixed line 58
from:
crlfile = open(tmpcrl, "r")
to:
crlfile = open(tmpcrl, "r", encoding='ISO-8859-1')

it works!

Is there any way to have multiple encodings?
