By D&D 3.0 and 3.5 rules as written (RAW), a character gets at least 2 + INT modifier skill points per level, or x4 this at the first hit die. Humans and some other races get +1 skill point per level which is also multiplied at the first HD.
Characters should get an additional skill point per level, multiplied at level 1.
I tested this with Human Sor and Wiz skill points and was short this number of skill points compared to other games such as ToEE. I did not test this with every race and class.
