Subject: [PATCH] fix(deps): update build-tools submodule for CVE remediation

RHCLOUD-50843
Updates insights-frontend-builder-common submodule to latest master.
Triggers image rebuild to pick up latest caddy-ubi base image and
RPM security patches, addressing GovCloud ACS scan CVEs.
