I found an inconsistency value of FIREWATCH_JIRA_SERVER between the github README and step-registry description.

It confused me, I checked the firewatch step in the opp job https://prow.ci.openshift.org/view/gs/test-platform-results/logs/periodic-ci-stolostron-policy-collection-main-opp-ocp4.18-interop-openshift-plus-interop-aws/1866649267813224448

FIREWATCH_JIRA_SERVER is not defined in the job, so it should be set to the default
I got a bug OCPQE-27130 (located in issues.redhat.com) from the log, the default value should be *https://issues.redhat.com*

So I think the description in step-registry should be correct.
