It used to be the case that if a dev tried to make a claim on a set when they had open tickets, they would get a warning pop-up that they had to click through, confirming that they addressed their tickets and could make a claim.
Now, the button is disabled all together - this causes issues whenever a set needs maintenance work, as the dev is unable to make a revision claim (if fixing the set in place) or a full claim (if the set has been demoted for repairs) unless they close all of their tickets first.
If possible, it would be better to bring back the old behaviour, so that devs can still make claims to fix sets.
(additionally, some type of alert/log to DevComp whenever a dev makes a claim with unresolved tickets would be appreciated)
