Completion Progress: missing awards

Describe the bug
Tiered events with fewer than 6 achievements are missing from user's Completion Progress.

To Reproduce
Steps to reproduce the behavior:

1. Go to https://retroachievements.org/user/deng;
2. Profile has 2 Event Awards;
3. Go to deng's Completion Progress;
4. Peak Streak award is missing;
5. Other randomly sampled profiles exhibit the same issue.

Additional context
For ChoccyMilk, the missing awards are:

1. Peak Streak (2 achievements);
2. Leaderboard of the Month (2 achievements);
3. Achievement of the Week 2024 - Thanksgiving (5 achievements);

All of affected events have at least one tier.
