Prevent juniors from uploading code notes to games they don't have a claim on

Discussion had in the coders chat on the discord, and I was surprised that the system doesn't actually stop juniors from uploading code notes to the site when they aren't allowed to in the rules and has historically lead to demotions and temporary bans; therefore, thought to open an issue on GitHub to stop the issue at the root.

To my knowledge, the only reason a junior should be able to edit a code note is if they
a) have a claim on the game.
b) authored a note on a game that they did the set for but have no active claim on.

We're going to take a different approach with this. We'll allow Jrs to continue uploading code notes to sets they don't have a claim on, but we'll build an alerting system for when it occurs.

That works, just some sort of way to keep juniors from getting demoted as easily; if there's a warning and they click past, they've clearly ignored it so that's probably a better way to do it.
