RFC.PHP plugin doesn't respond if there's no RFCs

Looks like this may be fixed already.

It should respond with "sorry we can't have nice things" or something like that, it certainly used to work, I think the bot just needed a restart. Obviously there's a bug somewhere, but ain't nobody got time for that.
