Investigate and fix jaggedness in workplace location distance distribution #444

We’ve observed noticeable jaggedness in the workplace location distance distribution during work on #434. This pattern appears to align with the breakpoints introduced by the distance‑based calibration constants. The stepwise structure of the coefficients may be creating artificial discontinuities in predicted utilities or probabilities.

Potential Cause
The following calibration constants apply discrete coefficients at specific distance ranges, which may be producing sharp transitions rather than smooth behavioral responses.

Requested Action

  • Remove piecewise-constant coefficients and assess impact on calibration
  • Explore two alternatives:
    • Piecewise-linear setup like PSRC
    • District-based calibration constants like SEMCOG
