Omega_h scorec-v11.2.0 Release

This issue is to document functionality and features added to Omega_h since the 11.1.0.

New functionality or feature support:

• A new tool converting XGC files to osh xgc2osh tool for mesh #218
• VTK io python API is now fully supported Add missing vtk functions/parameters in python API #221

Bug Fixes:

• Error for 2D meshes other than on XY plane #209
