#109 — Create `NumberInput` component with max button

Description:
Create apps/web/src/shared/components/NumberInput.tsx — a controlled numeric input with:

• Decimal-only input validation
• "MAX" button that fills the field with wallet balance
• Optional USD equivalent display below the input

Replace the raw <Input> in TradePanel collateral field with this.
