Cannot launch config window on SEB 3.6.1 and Mac OS Tahoe 26.4.1

I'm new to using SEB and a Moodle admin. I'm trying to test this out for our faculty.

I'm attempting to create a configuration file, but I can't get the configuration tool to open on my Tahoe 26.4.1 . I've tried all of the ways listed in the documentation to make it appear, but none of them seem to work.

cmd - just makes the text on the screen smaller
comma key does nothing
pressing F3 + F6 does nothing
Launching SEB while holding down the any combination of the Option/Alt keys does not open the settings.

Is this a bug or am I missing another way to do this?
