Can't send app from TizenStudio to panel with systemcontrol privilege

Hi!

Can't use b2bapis.b2bcontrol.setSafetyLock() or webapis.systemcontrol.setSafetyLock()

When I try to send application from TIzenStudio to panel (QM43B) and config.xml contains this line
<tizen:privilege name="http://developer.samsung.com/privilege/systemcontrol"/>
I receive error message

Without this privilege I can't use setSafetyLock or any other needed function :(

What do I need to do to use it?
