Subject: [PATCH] publish.yml: typecheck on 3.13 only, as ci.yml does

The skip_live_tests dispatch ran mypy on every interpreter; numpy's stubs
on 3.10 report 14 ndarray type-arg errors the other four do not, which
failed the 3.10 leg of run 39088517858.
