[BUG] Bypass Duplicate Message Check Not Working #1160

This issue exists in the latest nightly version

What browsers are you seeing the problem on?
Firefox, Chrome
Current Behavior
Attempting to send duplicate messages in quick recession result in being blocked.
Both Firefox and Chromium-based browsers.
Expected Behavior
Duplicate messages sent in quick recession are sent.
Steps To Reproduce
Go into a chat with "Bypass Duplicate Message Check" toggled on.
Attempt to send the same message in quick recession.
