Partially received items not displaying in Needs Review

Had a manager provide me with the following screenshots (plus one of my own). It shows that a partially received item will show only in the Received tab for the partial amount and nothing in the Needs Review tab. Then, when doing Receive & Review, it appears in the Discrepancies tab (as is appropriate). This is confusing to the managers as they are checking in their orders. Proper flow would have it shown in Needs Review and Received, and, eventually, Discrepancies (if appropriate). Let me know if this need clarification
