Recipes not locking

When trying to lock a combiner to a recipe that doesn't use all 4 input slots, pipes/AE2 keeps on pushing items in and the combiner stops working. Observed the same issue with reactors

Please be specific. I need to know the game version, mod version, and all of the steps you took to recreate the problem. Pictures also help. What other mods did you use in your instance?

Version is 1.21.1 - 1.1.6, I'm playing on ATM10, latest version.

I put down a combiner, attached an export and an import bus from AE2, gave it power from Powah and locked recipe to Hydrochloric acid. Then set my exporter to output the elements (also tried to pipe from a chest via item pipes from Pipez), and the combiner kept accepting elements and overflowed from the 2 designated input slots to all 4 and stopped working.

Same issue observed with Fusion reactors, if there's more than 1 stack of items being pushed into the input, instead of rejecting the additional items and waiting for the correct ones to arrive, it accepts the overflow.

I've replicated the bug here and uploaded it to YouTube, hope that helps. You can also see that the elements didnt go into their designated slots (Hydrogen first, Chlorine second), although I'm not sure if that's supposed to be a visual help more than a set/locked position for the elements in their internal buffer.

Regarding the Reactors later on in the video, the recipe locking isnt persistent between restarts, the recipe was unlocked and so producing the wrong element (the issue there is AE2 pushed more than 2 stacks of Germanium)
