Promote the XSEDE-PEP program-execution-plan into the estate program-execution-plan (PEP), explicitly seated under this constitution:
- objectives come from Keter (the welfare-annealing WEA-1 objective, not a control-max objective),
- verdicts come from the Truth Engine (falsifiable + witnessed + multi-valued/temporal/adversary-aware),
- weights/thresholds come from Da'at (which sets weights only, never asserts truth).
Action: map XSEDE-PEP stages onto the estate PEP with the Keter/Da'at/Truth-Engine roles wired, so program execution inherits the constitutional ordering rather than running beside it.
