The FSMS memory schemas (#47) express scoping piecemeal: topic via slash-topic-memory-profile (active_topic_refs/topic_artifact_refs), span via valid_from/valid_to/expires_at, domain via .sourceos domain + scope ordering (run→agent→user→workspace→peer) and prophet-mesh-memory-scope.
ER-1 requires one uniform envelope on every memory item: topic_set (list) + span (interval) + domain (scope). A memory item without all three is REJECTED by validate_er_instance.
