Implement the semantic root for the Seven-Model Civic Operating Architecture. Ontogenesis owns the governed vocabulary, alignments, contexts, examples, SHACL gates, and registry entries. It must not own runtime execution; SocioSphere, Delivery Excellence, Gaia, PolicyFabric, AgentPlane, ProCybernetica, HellGraph, and Prophet Core consume the artifacts published here.
Scope
Create the first governed civic-organizational ontology tranche aligning the whole-of-society reference stack with W3C ORG, FOAF, vCard, PROV-O, TIME, GeoSPARQL, DCAT, SOSA/SSN, and Ontogenesis-local namespaces.
Add shapes/civic-org-alignment.shacl.ttl with gates for membership cardinality, service legal basis, site geometry/address, attestation evidence, and change-event timestamps.
Register the new artifacts in the existing Ontogenesis catalog/registry mechanism.
Prophet Core provides contracts, ingest, catalog, query, policy, and infra substrates.

Use Ontogenesis-local canonical IRIs as source-of-truth terms. External W3C vocabularies should be alignments, not uncontrolled replacements for internal governed semantics.
