Inverted Inner/Outer Corner Ramps don't show the FICSIT material when it is the first unlocked foundation within its subcategory.
Doesn't seem to occur on 1.2 saves, only on older saves.
Assuming this is a Vanilla bug that was fixed in 1.2.
If you encounter this bug
Unlock another foundation type in the same subcategory and it should fix itself.
