[Bug] handleFlightUpgrade interferes with other mods that enable flight

Description

The implementation of handleFlightUpdate interferes with other mods that add flight upgrades. One example of this is Oritech, which provides flight via its augment system. If Buzzy Bees is installed, it does not work.

Steps to Reproduce

1. Create a new Minecraft instance with Oritech, Create, but not Create Buzzy Bees
2. Create a new Creative world, place a Cybernetic Augmentation Center from Oritech linked with the three different kinds of research stations and power it with a creative energy source
3. Enter the Center and research Flight (you need to get all dependencies to it), then install it by pressing on the icon in the GUI
4. Switch to survival, and note that you have the ability to fly
5. Install Buzzy Bees
6. After re-entering the world, note that you no longer have the ability to fly.

Expected Behavior

Installing Buzzy Bees should not interfere with flight added by other mods.

Actual Behavior

Having Buzzy Bees installed prevents flight from working, even if no features from Buzzy Bees are being utilized.

This happens with Oritech installed, but could possibly affect multiple other mods with their own ways of enabling flight in survival. Happens in both singleplayer and multiplayer.
