The docs state:
"A SuperOffice admin account linked to a Microsoft Entra account (Microsoft Entra admin not required)."
Only during the initial setup it is required that someone with both admin access to SuperOffice and access to the Microsoft 365 tenant authorizes the application. Afterwards you can just access the SCIM config without having access to the Microsoft 365 tenant. This is useful information for partners who manages this for customers but do not have access to the customers M365 environment.
