Run tests on CI

• Consider using a grafter in memory SPARQL repo for the tests (to avoid stardog install shenanigans) we don't care to exercise esoteric features of SPARQL just enough for the tests.
• Run with st/instrument on

Some background to this issue: currently the tests are only run locally and not under CI, because a DB is required.
