Pseudo-codelist for measures #113
Description
The measure type dimension doesn't have a codelist and its values don't get codes. This means that measure properties aren't included in the structural search.
It's possible to instead enumerate the values from the DSD which is what we'll be doing in Muttnik.
For ook we could add a measure-type pipeline to create code documents for measure properties and not need to change the query logic.
This would mean that the JSON in the indicies would further deviate from the original RDF.
