refactor the javascript for the browser

[smahaffey]

should make changes to improve the browser.

Accomplish:
-add as standalone element
-remove duplicated code
-combine several files into one for the browser
-create independent components
-allow configuration based on files requested by AJAX request instead of some hard coded options now.
