Update to latest AzureRMVersion and blocks for Frontend endpoint

Hi Taz can we update the blocks that support latest version of azurerm and terraform the current block for frontend_enpoint need to update the https configuration i think they separate the configuration already and change to azurerm_frontdoor_custom_https_configuration
