Issue description:
There are critical consistency and balance issues when placing the Reactor using external building tools (such as Construction Wands, Construction Sticks, or Building Gadgets).
1. The Duplication Exploit (Wands & Create Schematicannon):
In normal manual placement, the mod correctly requires 36 Reactor blocks to form the structure. However, when using building Wands or Schematicannon, the tool only consumes one block to generate a complete 36-block multiblock. When broken, the reactor drops all 36 blocks, allowing players to duplicate blocks infinitely.
2. The "Ghost" Reactor (Building Gadgets):
When copying the bottom-center block of a formed reactor and pasting it via the Building Gadgets Copy-Paste Tool:
- Only one block is consumed and placed.
- The visual model renders the entire 3x4x3 structure, but the hitbox/collision remains a 1x1x1 single block.
- This "Ghost" structure is fully functional (accepts fuel, generates power, and allows energy extraction), effectively bypassing the resource cost of a full reactor.

- Ensure you have at least one Reactor block and a Construction Wand (or Construction Stick).
- Use the tool to place the reactor. Observe that a full 36-block structure appears at the cost of only one item.
- Form a reactor manually, then use a Building Gadgets Copy-Paste Tool to copy the bottom-center block (the master/controller block).
- Paste it elsewhere; observe a single-block hitbox with a full-size 3x4x3 texture that still functions as a generator.
Expected Behavior:
The reactor should validate its required 36-block components upon being placed by any external tool or logic. If the components are missing or not consumed, it should either fail to form the multiblock or correctly consume the required 36 blocks from the player's inventory.
