Issue description:
... RS Controller can't remain powered when using Powah energy cables.
Steps to reproduce:
Build a power system that can generate 400k RF/t , wire it to a Spirited tier Energy Cell (400rf/t) with Nitro energy cables (1m/rf a tick, Spirited energy cables only do 200k RF/t so you can't pull the entire 400rf /t the Spirited cell can output ) , place down nitro energy cable under, over to the left, back two, then up into a Refined Storage controller. Wire in the rest of the base using the same nitro energy cables, watch RS controller flicker from 78% power to 58% power. Add another cell that connects to the same piece that connects to the controller or replace nitro cables with Mek Elite tier universal cables, watch problem be solved.
I mean, this is the part I don't get. The cell is remaining rock steady at 400M RF stored, the entire base isn't using so much power it's draining it down. The cables are capable of greater than 400k RF/t so there should be no struggle with trying to push too much energy through them. The run is short, I can stand on the cell and click on the controller, it's that close. The controller is the first thing connected, it has direct access to the cell before anything else. It shouldn't need buffering, it should be sipping from a virtually infinite ocean of power. Especially with how over engineered I build the power system. But here we are, unless buffered the RS controller can't stay at 100%, but it drains down to 58% before recovering back to 78%. All without affecting the cell, so the cell and the power gen system can keep up, it's something in the cables I am guessing?
