that is a private ip, post your IP from whatismyip.com or something.

The IP you posted is your local IP, people can only connect to it if they are in the same LAN (local area network) as you.
If you want your friends to be able to play on your server, you need to find out your external/WAN (wide area network) IP, possibly using the website linked above.
You might also have to port forward the port, which requires access to your router's web interface.
