Allow Decentralised Contract Deployment

This needs a wholescale change to how we do deployments, anyone should be able to deploy, put up a PR with the relevant verification JSON blob, and we have a github action that verifies and 'bakes' the contract address into the repo for all time.

This opens up the freedom for more trusted collaborators to push contracts live/do releases.

@mountainpath9 @frontier159 @scooprinder @princetonbishop - I've got some ideas on how to push this, I'll bug ya'll as well.
