Subject: [PATCH] Document short-link redirect rules in ShortLinkHelper.ts

Add a header comment explaining the Vol-number normalization,
the /n/{vol} and /n/{vol}/{article} routing rules, and the /n
and /n/ fallback, so the implicit filename conventions are
documented alongside the generator.
