Whitelist Github's IP addresses

Github publishes their IP addresses. We can whitelist all connections to only be from these addresses, hardening our security. See [this page](https://docs.github.com/en/webhooks/using-webhooks/best-practices-for-using-webhooks#allow-githubs-ip-addresses) for more information.
