(Docs) Document new graphic options

The recently added or expanded graphics options need to get documented on
https://github.com/TheSuperHackers/GeneralsGameCode/wiki/new_configuration_options

AnisotropyLevel = 2 
AntiAliasing = 2 
TextureFilter = Bilinear 
TextureReduction = 0

If someone provides me with the possible values I can do the updating.

The anisotropy level only comes into play when Anisotropic filtering is set. 2 is also the minimum value.

Quick question. AnisotropicFiltering is not new right? What do the values 0 and 1 do?

They do nothing, it will just get set to 2.

2, 4, 8, 16 are the only valid values.

Any value that is not a power of 2, or is out of bounds, for MSAA or Anisotropy level will get reduced to the next power of 2 down from the input number.

so a value of 15 will become 8, 24 will become 16.

For MSAA, any value bellow 2 will disable MSAA and it will be set to 0.

Ideally, a new option is present in the game with an information popup bubble, but we are not yet there.

We don't need active writers, there is a github action that syncs every merged PR to the code wiki
so just have to submit a PR and merge it
