should be like this:

so need to add min_lat, max_lat, min_lon, max_lon attributes for the changeset.

I take it this is used for updating mapnik?

I couldn't find any written definition on how this functionality really works, and OSM (previously) implemented it in a weird way. openstreetmap/openstreetmap-website#1742 I can finish this if I can get my head around it.
