BUG: Exception (psycopg2.OperationalError) connection to server at "pgvector" (x.x.x.x), port 5432 failed: FATAL: database ... does not exist

This is due to a database not being available on pgvector database. This issue is very similar to #65 but it's for postgres vector database.

How this could happen: The error can happen at the time of ETLs hasn't run but we're trying to query data from them to answer users' requests.
