Private channels admin only

Description

For security/privacy reasons we want to revert private channel creation/modification back to being admin only.

Acceptance Criteria

• Update LFA to only allow admins to create/modify roles
• Update backend to validate admin status when creating/modifying private channels
• Update frontend to hide private channel creation/modification to everyone but the owner
