Allow anyone to add Orphans

Anyone should be able to add resources that do not belong to any team. This helps 2 pain points:

• This would make initial startup easier because, so long as another user hasn't already mistaken claimed your things, you should be able to add them to your team without elevated resources.
• This makes error correction easier when someone accidentally deletes some of their resources.
