Add comparison table of Matlab vs Python codebase

This commit adds `comparison_table.md` which lists all functions and classes from the
VH-Lab/NDI-matlab repository (based on `src/ndi/+ndi`) and indicates whether they
have been ported to the Python codebase and if they are accessible via a matching
namespace module.
