Enhancement: Add option to "Use Item"

Add an option to "Use item", so we can provide quest rewards for players upon using an item. Adding the option to check what the item is being used on (I.e., Player has to right click on a block with said item), would be really awesome! Thanks :)

Want to bump this for archeology quests. Right now with FTB Quests there isn't a way to use minecraft.used.minecraft:brush for quest tasks, enabling "Use Item" stats would help with that.
