Italicize words/sentences when they are things you are talking about.

The word potato starts with a /p/. They said the phrase big potato.

If you want to highlight that you are talking about something that someone said, quotation marks are a safe bet.

The child said "big tomato" instead of the target phrase big potato.

/phonemes/ (abstract linguistic categories), [phones] (a realization of that category)
