integrate with read-write federated wiki pods

Our long-term plan is to migrate all useful content into a distributed federation of curators. We will use this centralized resource to direct viewers to newer content in the federation.

• add a surround explaining the archival nature of the site
• annotate pages when they have been forked into federated wiki
• organize special interest pods to develop newer content
• integrate pod search with this site's existing search
