Overlapping actions when reordering within a sequence

Description
When several actions are listed under a sequence, reordering an action via drag-&-drop will cause a display bug (overlapping actions) when releasing the left mouse button when no blue horizontal relocation bar is displayed (reported and confirmed by two other users).

Reproduction Steps

1. Select any input axis/button
2. Click on New Action Sequence
3. Select any action type in the drop-down menu
4. Click on Add Action twice
5. Drag-&-drop an action icon above that of the other action, and release the left mouse button while no blue horizontal bar is displayed.
6. The actions will now be rendered as overlapping (cf. video below)

Expected behaviour

The action reordering should be cancelled if not done properly by the user.

That looks like some part of the logic for the drop action fails to trigger the "redraw if drop is invalid" which it used to do. Likely not a big thing to fix .... hopefully.
