We have had petitions withheld and redacted for extended periods of time, which seems to go against the public petitioning process. I played around with the flexibility in submission windows during the first OCC margin calculation change by:

  • Submitting a comment on Saturday
  • Amending syntax in a footnote and resubmitting the comment in the same email chain with the same Saturday date

In my experience, they published with the Sunday date of the second email.

As for the first NSCC petition, I submitted @WCIMT's template with no cover letter. It was the only document to appear with a WhyDRS.org affiliation here, even though the only difference between mine and the template was the submission means through an organizational email address.

So, clearly, there is some interpretive leeway, which could explain our missing petitions. Let's get the full process in writing so they can't censor our 192 pubs.
