Make `/load package` refresh the Pkg manifest

Currently /load package does not refresh the Pkg manifest and you have to manually use /pkg reload. There isn't a use case for wanting to load from an outdated manifest and the operation should not be heavy, so why not always call /pkg reload before /load?
