Port all wiringpi library for galileo

Arduino library on galileo supports only a part of the functions from wiringpi. It must support all.

Hi guys - there are some folks at Intel that have been working on these libraries let me see if I can track them down. Also there are nodejs libraries you can use such as galileo-io which might be an alternative to wiringpi.
