Minor Chill Rework #491

  • Chill no longer stacks additively. Now Chill stacks independently, with each stack having its own duration.
  • If total Chill exceeds 100, the target becomes Frozen with a duration equal to the longest Chill duration.
  • Chill cannot be applied to Frozen targets.
