Separation not provided around frozen or dummy flights #49
Description
When a frozen flight exists within the sequence, and non-frozen flights move in front of it, they are not separated properly.
For example, GTX has an ETA before a frozen flight. GTX is re-computed, placing them ahead of the frozen flight. But now GTX isn't properly separated from other flights.
